Fisheries Management Experience

I have fifteen years experience of preparing and critiquing stock assessments, including participating in and chairing assessment committee meetings and presenting scientific information to fishery managers. In addition, I have at various times been a prime contact point in the scientific community for either senior fishery managers or fishermen's representatives. Thus, I have considerable experience of interpreting and explaining scientific results and fielding wide-ranging inquiries on related matters. I am a former member of some Australian fisheries management advisory committees (with general responsibility for advising the Australian Minister of Primary Industry on management of the relevant fisheries) and I have attended various Canadian committee and council meetings as a scientific advisor. I have additional experience in consultancy work for sectors of the Atlantic Canadian fishing industry, including presenting, in various fora, the scientific support for clients' positions.

I also have: experience in developing specialized stock assessment methodology and accompanying software; a particular interest and background in the processes by which scientific information is transformed into advice to governments and thence into fisheries management and policy decisions and in the organizational structures that can assist or impede these transformations; and experience in developing mechanisms for managing fisheries in the absence of scientific advice, for those situations where data are lacking.

For some projects, I have crossed the line from providing scientific advice to fisheries management into the role of fisheries manager. While this involvement has usually been limited, in 1998 I led the initial preparation of a cross-disciplinary, integrated national management plan for the major tuna fisheries of Solomon Islands. The work included secretariat functions for a multi-stakeholder committee, preparation of Ministerial and Cabinet briefing papers and consultations with the fishing industry, as well as drafting of the management plan itself.

As a volunteer, I am currently the Chairman of the Regional Aquaculture Development Advisory Committee (RADAC) for the Eastern Shore of Halifax County, Nova Scotia. Nova Scotia's RADACs are appointed by the Provincial Minister of Fisheries to advise him on local concerns relating to aquaculture development.


Fieldwork & Practical Experience

Extensive field experience over more than 20 years, including:
  • Sixteen extended research cruises (eight as Chief Scientist) and many shorter trips on various research, and some commercial, vessels. Work has included sampling with demersal and midwater trawls, many kinds of plankton nets, longlines, droplines, gill nets, fish traps etc. Also sediment and water sampling with the usual array of oceanographic equipment.
  • Over 200 hours of underwater research, including habitat surveys, ecological experiments and sample collection, as well as archaeological survey and excavation.
  • Small boat, intertidal and terrestrial fieldwork for fisheries, oceanographic, phycological, marine mammological and other research in North America, Central America, West Indies, Europe, South Asia and Australia.

I have considerable experience in research management, including planning and leading research cruises and the supervision of technical staff, in addition to planning, carrying out and reporting on research. I have a particular background in research ship cruise logistics.

I have reviewed manuscripts for Australian Journal of Marine and Freshwater Research, Canadian Journal of Fisheries and Aquatic Sciences, Journal of Northwest Atlantic Fisheries Science, Journal of Phycology, Marine Biology and other publications. I am a regular book reviewer for Northern Mariner (formerly Argonauta), a columnist for the trade paper Atlantic Fisherman, and a member of both the advisory board of the Egyptian Society for the Development of Fisheries Resources and Human Health and of the editorial board of The Northern Mariner, the journal of the Canadian Nautical Research Society.


Teaching Experience

Regular university undergraduate teaching, as professor, tutor and demonstrator, also as a supervisor of graduate students. Subjects taught at the undergraduate level include both introductory biology and mathematical methods (calculus, probability theory and modelling). At a higher level, I have designed and taught a course in stock assessment methodology with particular emphasis on tropical fisheries and have presented a wide range of papers and seminars on various subjects. I have also had a lead role in preparing a high-school course in fisheries science and management.

Particular experience in presenting academic material to non-specialist groups, including teaching fisheries science and management to individuals in the fishing industry and to fisheries officers, as well as presenting underwater archaeology to sport divers. I have developed and presented a multimedia course on fisheries science for such audiences and co-authored a small textbook covering some of the same material. In addition, I maintain a regular monthly column on fisheries science and related matters for the trade newspaper Atlantic Fisherman, which aims at the same objective through a different medium.
